Shantel Broyles Eilenfield

CPA, EA born in Houston, TX and was graduated from Houston Baptist University in 1998 with a double major (BA in Accounting & Christianity).  She enjoys sailing, running, biking, swimming, and race participation. 

Shantel has 10 years experience with CPA firms in Texas, Georgia, and Virginia; plus 2 years private accounting experience. She obtained her Enrolled Agent designation to practice before the IRS in 2008 and became a Virginia Certified Public Accountant in 2010.

Shantel resides in York County with her husband, Richard (Red) and her 3 children. 

Dennis Charles Bailey

CPA born in Hampton, VA and was graduated from Bethel High School and Liberty University in 1989 with a BS in Accounting.  He attends Northside Christian Church in Tabb, where he serves as an elder. He enjoys hunting, baseball, basketball, football, and many other sporting activities.

Dennis has been a partner in other CPA firms prior to the formation of Bailey & Finch, PLC in February 2005 with Mr. Finch. Bailey & Finch is a predecessor firm to Colonial CPA Group, PLC.  He has served 10 years in public accounting and an additional 10 years in private accounting. He was formerly the controller for Marva Maid Dairy locally and was internal auditor for an international non-profit organization, providing Dennis an opportunity to see the world. These private industry opportunities provide Dennis insights into company operations and helped create his love of assisting small businesses and non-profits in financial matters. 

Dennis resides it the York Meadows subdivision of York County with his wife, Terry, a York County teacher. They have one adult son.

Phillip Wayne Finch

CPA born in Spring Hope, NC and was graduated from Warwick High School and The University of Richmond in 1964 with a BS in Business Administration.  He also attended Frederick College in Portsmouth, VA.  He enjoys sports, reading, following financial markets, and leading seminars. He has served as deacon chairman at Liberty Baptist in Hampton (where he is currently a member) and at Temple Baptist in Newport News. He served as Treasurer of The Peninsula Baptist Association for 18 years and as Moderator and Vice-Moderator of the association; He also was a Trustee of the Virginia Baptist Mission Board in Richmond; Trustee of Fork Union Military Academy (15 years) ; President of a Gideon Camp; and is a former Rotarian.

Phil has been a Virginia CPA since 1967. He has been CFO and Treasurer of a bank & subsidiaries (5 years) and an architectural & engineering firm (12 years). Phil served with KPMG in Richmond, VA and Melbourne, Australia and with PricewaterhouseCoopers in Hampton Roads before co-founding Bailey & Finch with Mr. Bailey in 2005, along with the acquisition of the practice of Henry S. Clark, CPA.

Phil served you in the US Army as a General Staff officer in S.VietNam. He was awarded the Bronze Star in 1968 and is a Tet Offensive survivor. Phil is currently an 80% Disabled American Veteran, as a result of exposure to the toxin called Agent Orange. He is a lifetime member of the DAV and a member of the American Legion.

Phil resides in the Brandywine subdivision of York County with his wife, Diana, a teacher at Gloria Dei Lutheran School in Hampton. He has a grown daughter, Jennifer Stook, and a grown granddaughter, Brittany Finch.
